Lubricating Oil Production and its Recycling and Treatment System Supervision and Management, with Promotion of High value Utilization

This project summarizes the distribution, handling and reuse of lubricating oil in Taiwan, conducted on the 2 0th of each month, and has visited 232 motorcycle shops, 288 automobile repair and maintenance shops, 20 vehicle recycling companies, 10 gas stations with maintenance shops, 50 regulated upstream businesses, 50 lubricating oil removal agencies, 10 lubricating oil waste treatment organizations, and 5 lubricating oil waste recycling organizations, resulting in a total of 665 lubricating oil waste life cycle related business interviews and conducted an analysis regarding the costs and benefits of receiving lubricating oil waste related products, and subsequent products in the market. Analysis of international lubricating oil recycle and reuse policies and management structures, with a proposal of foreign material recycling case studies, compilation of internati onal raw materials and recycled materials price trends of lubricating oil waste, while planning for the strategies of promoting a circular economy structure and timeline for lubricating oil wastes, proposing mitigation methods for reducing environmental burden, pollutants, and carbon emission, and generating indexes to evaluate the benefits, such as the outputs in terms of the circular economy. Following the contract modification in April 2022, the original job description of “The supervision and management of lubricating oil during the transition period prior to its official announcement of becoming a regulated recycling substance” has been modified to“assist in the supervision and management of lubricating oil recycling and treatment system”, with a compilation of issues with regard to the current lubricating oil wastes recycling and treatment system, with an initial proposal of the main factors on the supervision and management for a pre-announcement stage. Prior to the contract modification, the planning of the supervision and management during the pre-announcement and post-announcement transitional stage had been carried out, with a meeting held on Sep. 14th, 2021 to discuss relevant matters with the lubricating oil responsible business units and association. The relevant C.C.C. codes related to lubricating oil were also selected and analyzed, and to develop the scope of lubricating oil responsible operators, and the forms to be filled out for business registration and volume declaration. Based on the customs declaration data, the taxing method of collecting recycling and cleaning fees could be developed, and such feasibility was also studied and viable suggestions were provided. After the contract modification, 5 seminars and 2 expert consultation meetings had been carried out, with communication with relevant industry players on the key points of supervision and management of the developed waste lubricating oil recovery system, and professional opinions were summarized in hopes of improving the revised system and related supporting measures.
